Experiments on systems such as blinking quantum dots suggest that 1/f noise can arise due to power law intermittency (power law switching times between microstates of a system). In such systems, the power spectrum shows large fluctuations and does not self average even for very long observation times. The authors obtain the distribution of the power spectrum for a theoretical model and suggest that this can be used to identify whether 1/f noise in a system is due to power law intermittency. They further show that although the lower cutoff frequency of 1/f noise in the model can become arbitrarily small as observation time is increased, the power spectrum remains integrable.
