Changing trends in public procurement

Description

Research has established that 70% of any firm's revenues are spent on procurement and therefore it is need less to mention how important procurement is in the government parlance. A very significant change is in the offing by way of legislation proposed to be introduced in the Parliament in the near future that shall eventually take shape the form of Public Procurement Law (PPL). On going through the draft bill of PPL posted on the website of Ministry of Finance, the kind of expectations from the procurement agencies can be seen which never had been so earlier making it obligatory on part of the public procurement agencies to gear up for compliance of the new provision envisaged in the proposed law. While already there are enough directives by way of CVC guidelines as well as GPR, a comprehensive knowledge of PPL would be needed for dealing with the procurement in various Government departments effectively ensuring that no legal requirements are violated which otherwise would lead to serious and adverse consequences. The presentation proposed to be made shall focus on the traditional procurement methods and the need for changeover and alignment needed to harmonize with the new systems in the offing.

Shri Naresh Kumar Gupta did his B.E from Marine Engineering College, Kolkata and Post Graduation in Public Policy and Management from IIM, Bengaluru. After initial career as marine engineer for six years, Shri Gupta has served the Department of Supplies under the Ministry of Commerce for about eight years. He then joined the DAE in 1993 where he is currently handling crucial procurements for BARC.
