Great Power Attitudes and Aspirations toward Expansionism, Territoriality and Resource Nationalism in Space

In the first space age (from the launch of Sputnik to the retiring of the space shuttle), security concerns and prestige were primary drivers for national space endeavors. Today, access to the vast material and energy resources of the inner solar system appears to be an increasingly important motivation for space activity and a possible determinant of the fortunes of nations.  We will begin with an overview of the evolving narrative taking place in the US, China, and other nations on the broader topic of space expansionism, space industrialization, and Space Property Rights.  We will introduce commercial and national aspirations regarding Lunar and Asteroid Mining, Space Solar Power and the current adequacy or inadequacy of governance with respect to such endeavors and the potential for international friction.  Moving from the broader international context, we will then focus specifically on India, introducing the large-scale societal missions and space vision by Dr. APJ Kalam, and more recent statements such as those by Dr. Sivathanu Pillai about the ‘game-changing’ nature of lunar resources.

About the speakers:

Lt Col Peter Garretson is an Instructor of Joint Warfare at Air University’s Air Command and Staff College (ACSC), and lead for the Air University Space Horizons Research Group.  He is the former Chief of USAF Future Technology, and has served at the Defense Advanced Projects Agency (DARPA) as a Service Chief Fellow, and a Los Alamos National Laboratory as an Academy Research Associate.  He has been a strategy and policy advisor to the Chief of Staff of the Air Force on Space and Great Power conflict in Asia.  He was a visiting fellow at the Defense Studies and Analysis (IDSA), where he worked with Dr. APJ Kalam on long-term US-India collaboration in Space.  Lt Col Garretson has over 50 publications.

Dr. Namrata Goswami is an independent researcher on international relations theory and Great Power behavior.  She is associated with the NATO Partnership for Peace for Defense Academies and Security Studies Institutes, Auburn University’s Futures Lab and Wikistrat as a Senior Analyst. Dr. Goswami is part of a renowned group of international experts exploring emerging security challenges such as 3-D printing, human self-modification and longevity, hybrid war and asteroid threats.  Dr, Goswami received the Fulbright-Nehru Senior Fellowship. She also received the “Executive Leadership Certificate” sponsored by the Harvard Kennedy School of Government, and the Asia Pacific Center for Security Studies, Hawaii in 2013.
